The mayor of Hel wants to close the Hel Peninsula because of the coronavirus.

On Monday, March 23, Hel mayor Mirosław Wądołowski informed in social media that he had sent a letter to the Pomeranian Governor regarding introduction of a temporary restriction and entry ban on the Hel Peninsula for persons coming for tourist and recreation purposes.

This is to be a reaction to the increased traffic of tourists who come to towns located on the headland during the epidemic in force in Poland, in connection with the spread of COVID-19 disease caused by the SARS-CoV-2 virus

We quote the message:

"Residents of Hel

I would like to inform you that I sent a letter to the Pomeranian Voivode regarding the introduction of a temporary restriction and a ban on entering the Hel Peninsula for people coming for tourist and recreation purposes.

I also applied to the Poviat Police Commander in Puck for conducting proceedings aimed at drawing legal consequences resulting from violation of provisions related to the operation of accommodation, tourist and short-term accommodation facilities.

A storm among internet users

Hel's announcement caused an avalanche of comments on social media. The discussion is attended by both permanent residents of the peninsula, as well as tourists and owners of holiday apartments, who excuse themselves for arguments.

The former claim that tourists during the coronavirus pandemic pose a threat to the inhabitants of Hel, while the others refute the accusation explaining that Helans are also leaving the resort in this difficult period for all.

As usual, there is no shortage of offensive comments addressed to visitors, mainly from the following provinces: Mazowieckie and Śląskie.

It is not known if the idea was consulted

Unfortunately, we were unable to contact the Hel City Hall to obtain information whether the Mayor consulted his idea of closing the entry to the peninsula with other mayors of municipalities located in this area, such as Jastarnia or Kuźnica. A possible decision to ban entry to the Hel Peninsula would also prohibit entry to other towns, including Chałup and Jurata, which administratively belong to Jastarnia.

 

Who and what does the mayor of Hel want to punish?

The second part of the statement also became controversial, according to which the Mayor expects to initiate proceedings "aimed at drawing legal consequences resulting from violation of the provisions related to the operation of accommodation, tourist and short-term accommodation facilities".

It is not known what legal consequences are referred to, what specific provisions would be and by whom infringed in connection with the aforementioned activities and what would be the legal basis for initiating these proceedings. It is also unknown what period the application covers, directed to the Poviat Police Commander in Puck.

 

It should be noted that despite the epidemic status in force in the Republic of Poland, which was introduced by the Regulation of the Minister of Health of 20 March 2020 regarding the announcement of the status of the epidemic in the Republic of Poland, there are currently no restrictions or prohibition to carry out any activities related to accommodation in Poland. Thus, all hotel facilities, including guest houses, holiday homes, campsites and apartments can operate and receive guests. The said regulation also does not introduce restrictions on transport and movement within the borders of the Commonwealth.

We are waiting for the development of events and the position of the Pomeranian Voivode, on whom the decision on a possible restriction of traffic within the Hel Peninsula depends.

We are also counting on information from the Poviat Police Commander in Puck regarding the clarification of this information that the City of Hel today announced.
